On the back of the picture is written:
"For Mother"
She could have been a Morris and a half sister to Ruth's Mother who would have been born between 1885 and 1900 in West Virginia

UPDATE!!

According to the contributor of the picture, She is one of the
Daughters of Ira Marshall Morris formerly  of Meigs county.  Later from
Columbus, Ohio.
